The Comptroller-General of Customs (CGC) of the Nigeria Customs Service (NCS), Col. Hameed Ali (Rtd.), NPOM, CFR, Thursday, 1st June 2023, commissioned the Project Management Office (PMO) for the Nigeria Customs Service Modernisation Project. The event signalled the flag-off of the project, which will automate the NCS business processes, towards earning more than $200 Billion for the Federal Government of Nigeria over the 20-year Concession period of the project. The Concession arrangement is a Public-Private Partnership (PPP) model between the NCS as the Grantor and Trade Modernisation Project (TMP) Limited as the Concessionaire.
Flagging-off the project, the CGC noted that the project will enhance the profile of the country as a foremost facilitator of trade in line with the requirements of the World Customs Organisation (WCO). He also stated in his remarks that “As we lunch the Project Management Office today, it symbolises the beginning of the journey filled with excitement and a significant future of the Service in the area of technology.” The Chairman of TMP re-iterated that the $309 Million in financing required for the Phase 1 of the project has been secured through the Company’s financial partners. This investment includes a cash backed performance bond issued in the name of the NCS and $300 Million in CAPEX and OPEX requirements.
The retrofitting of the PMO structure to a world class technology-driven space was part of this investment. The PMO includes a liaison space for TMP and its partners, a state-of-the-art conference space and a Modernisation Hub to enhance project collaboration and relaxation facilities. As the project implementation gets underway, the PMO will become the coordination hub for all deliverables, ensuring that NCS and TMP continue to meet all the provisions of the Concession Agreement, to actualise the objectives of the project.
